Another sure sign of the Apocalypse---more and more people, even ones who make a living writing, are using punctuation with quotes incorrectly. It’s ALWAYS going to be “I went to the store,” not “I went to the store”. 99.99.99% of the time, any kind of punctuation is going to go inside the quotes, so one would be safe to ALWAYS put the punctuation inside the quotes. One exception is when what you’re asking about is a title of something, and the question mark goes outside the quotes: Have you seen “Inception”? That’s about it.
